over the years, bill clinton showed himself to be much more than a good politician. his home state elected him governor in the 1970s, the 1980s, and the 1990s, because he was an innovator, a serious student of policy, and a man of great compassion. in the white house, the whole nation witnessed his brilliance and mastery of detail, his persuasive power, and his persistence. the president is not the kind to give up a fight. his staffers were known to say, "if clinton were the titanic, the iceberg would sink."

during his presidency, bill clinton seized important opportunities on issues from welfare to free trade. he was a tireless champion of peace in the middle east. he used american power in the balkans to confront aggression and halt ethnic cleansing. and in all his actions and decisions, the american people sensed a deep empathy for the poor and the powerless. shortly before leaving office, president clinton said, "christ admonished us that our lives will be judged by how we do unto the least of our neighbors." throughout his career, bill clinton has done his best to live up to that standard. and americans respect him for it. at every stage of his remarkable life, president clinton has made and kept countless friends, who share in the joy of this day. and three people in particular have the largest part in this remarkable story. one day more than 30 years ago, inside the yale law library, a fellow student walked over to bill clinton and said, "if you're going to keep staring at me, and i'm going to keep staring back, we ought to at least know each other's name. mine's hillary rodham. what is yours?"that was a good day for both of them, and the beginning of a partnership unique in american history. so today, we honor the former first lady of arkansas, the former first lady of america, the united states senator from new york, senator hillary rodham clinton.

perhaps the clintons' greatest achievement is their daughter, who moved into the white house as a young girl, and left as an accomplished young lady. it's not easy to be a teenager in the white house, but it's a lot easier when you have a loving mother and a loving father that chelsea clinton had.

true love doesn't need a long time to grow up, to make clear the family tree of the other, neither does it needs the time to look ahead and behind again and again. love is not marriage, which usually starts from love, but doesn't always depend on love to maintain. long-lasting marriage can eventually turn into a kind of family love, a kind of companionship which preserves the companion but loses the passion. love is often an wink of the eye, or a smile that hints mutual understanding. in spite of the great distance between them, people may fall in love incidentally. hence the saying “a distant marriage is tied up with a mysterious thread”. love needs passion, and it can stand bumps and stumbles, ups and downs, complaints and blames. when it turns into a pool of water, especially dead water, without any billows or waves, it's time for it to die.

Recently, I have seen an impressive film –Precious, which tells the growing experiences about a pretty fat black girl, Precious Jones, a girl living in the Harlem. The film reveals the poor and miserable life in the Harlem, but at the same time, it encourages people to take a positive and optimistic attitude to face it, no matter how difficult it is.

Precious is so undereducated that she can not read and write formally. What’s worse, she is usually knocked around by her irascible mother. Worst of all, she is sexually assaulted by her stepfather and has two children before the age of seventeen. Owing to the situation she gets involved, she has to leave school and is introduced to alternative school. After waging many struggles and overcoming many difficulties, she finds the goals of life again with the help of her teacher and classmates.

In the film, Precious insists on keeping her children all the time though she gets involved in trouble. She has a firm belief that she can get rid of the past life and start the new one and she really makes it finally. Her insistence tells me that keeping positive and optimistic would make a great contribution to achieve dream.

In life, many people are easy to feel frustrated by meeting a bit of setback. As far as I am concerned, we need to learn to keep positive and optimistic when facing difficulties so that we have more power to keep and pursue our dreams.

Many years ago the great British explorer George Mallory, who was to die on Mount Everest, was asked why did he want to climb it. He said, "Because it is there."

Well, space is there, and we're going to climb it, and the moon and the planets are there, and new hopes for knowledge and peace are there. And, therefore, as we set sail we ask God's blessing on the most hazardous and dangerous and greatest adventure on which man has ever embarked.

However, I think we're going to do it, and I think that we must pay what needs to be paid. I don't think we ought to waste any money, but I think we ought to do the job. Technical institutions, such as Rice, will reap the harvest of these gains.

And finally, the space effort itself, while still in its infancy, has already created a great number of new companies, and tens of thousands of new jobs. Space and related industries are generating new demands in investment and skilled personnel, and this city and this state, and this region, will share greatly in this growth. What was once the furthest outpost on the old frontier of the West will be the furthest outpost on the new frontier of science and space. Houston, your city of Houston, with its Manned Spacecraft Center, will become the heart of a large scientific and engineering community. During the next 5 years the National Aeronautics and Space Administration expects to double the number of scientists and engineers in this area, to increase its outlays for salaries and expenses to $60 million a year; to invest some $200 million in plant and laboratory facilities; and to direct or contract for new space efforts over $1 billion from this center in this city.

To be sure, all this costs us all a good deal of money. This year's space budget is three times what it was in January 1961, and it is greater than the space budget of the previous eight years combined. That budget now stands at $5,400 million a year--a staggering sum, though somewhat less than we pay for cigarettes and cigars every year.
